CITING FUND DIVERSION, NORM VIOLATIONS
It misuses the word CITING to paint as fact what's a claim, and the claim, unsurprisingly, is unattributed.
The unattributed claim, painted as fact, is that Pakistan is involved in fund diversion and norm violations.
A journalist, unlike this newspaper's pimps, would say:
INDIA ACCUSES PAKISTAN OF FUND DIVERSION, NORM VIOLATIONS
not
CITING FUND DIVERSION, NORM VIOLATIONS
